My neighbor has two dogs they put them outside in the morning when they leave from work and they stay outside until 10:00 at night sometimes later with no food or water or even a dog house. The dog sit over there and just cry and bark all day long so lately I've been taking them food and water, but I can't afford to continue to do it and it's not my responsibility,plus I have five dogs myself. I've called my local city hall probably eight times about the dogs, and nobody from the city has showed up once. I don't know what else to do I thought about writing a note and taping it to the City Hall front door but I don't know how well that would go. Other than that I have no more ideas on what to do. I was going to just talk to my neighbors but they know that them dogs don't have food or water so in my opinion it would be a waste of my breath. I can't just let them dogs sit out there and suffer like that

Also I have called the county animal control and just about anybody I can think of but they all tell me that there's nothing they can do I have to call my local city hall

I just don't know what else to do anyone have any suggestions

Edit: when I say put out side the dogs are on chains, tied to a tree I'm it's wrapped around the tree 90% of the time with about a foot of slack in chain. Recently it's knocked a whole in my wooden fence and got inside my fence.
