Catch-22 with puppy, how to handle?

6 month old puppy becoming adolescent, all her new energy is spent asking for our attention. She already was but it's only getting more exhausting.

She broke her elbow 4 months ago and it screwed up any possible potty and independance training.

We give her 2x 1h exercise, she'll sleep a bit then get right back to it. She asks for almost all my time.

We ignore crying so as to not reinforce it, but then she starts chewing dangerous stuff which I can't ignore. Yes I try redirection, she has so many toys and bonelikes but she does it for attention more than wanting to chew. She also mashes her "potty" button after she just went so we'll go see her.

She WILL NOT be alone except when eating a long lasting treat which buys us up to 15 mins of relief.

I'm ok with spending a lot of time and energy on my puppy but this is pathological even for her sake, and we aren't gonna spend all summer inside just because she can't be alone for a few hours let alone 10 minutes.

How do I get her to self soothe and be independant if I can't ignore her without her finding a new thing to chew that she shouldn't?
