Biting and non-dominating golden!

Hey people! I have a 7 months old Golden retriever named Albus. He is perfectly fit and healthy! I have a problem with his biting, he is 7 months and still bites a lot I asked my friends who also have goldens with same age (and same-gender = male), one is named Tobi he is Albus' real brother and another one is named Ethan. How can I stop his habit of biting, I have thought him how to play with his toys he does play with them but still bites us all the time. We yell at him we ignore him to show that playtime is now over as he started biting but that won't help!

Also, he is very scared of other street dogs, and my street has so many of them like 14-15 of them in several packs. Whenever he is out he is relaxed only when I sit down with him on the street. The moment I stand up he will become very stiff and if any dog comes he runs straight into the house and hides under my bed. On the other hand, when he play bites with me he shows that playing aggression. How can I teach him to show dominance over other dogs or he is too young to do that?
