Dog is still terrified 2-3 months after being attacked

My dog was attacked by 5 strays while I was on a walk with him. The dogs tried to attack me too when I tried to defend myself and my dog. These 5 dogs used to stay about half a kilometre away from the building I live in. But now they've claimed territory right next to my building, driven away the super sweet stray dog that used to live there (I miss her so much). They constantly bark and howl. All this is audible to my own dog who gets extremely scared and reactive when he hears them.

My dog's favorite place to look out is from the window near my bad and the balcony in my bedroom. These 5 strays are always visible from these 2 places. Whenever he says them, the hair on his body stands up, he starts barking incessantly and also howls and cries.

I'm at my wits end. The noise is getting too much. I don't want to disturb my neighbours or have them complain to me. My family is getting frustrated. Animal control is non existent in my city. They will not do anything unless a dog actually bites another human being. I have tried multiple ways to calm my dog but he is still terrified. His reactivity has increased too and now we can't let him meet dogs he doesn't know. He is still good with dogs he knows and strangers but terrified of other dogs now.

What can I do to help my dog feel safe at least inside his own home?
