Picture of dogs after walk

I have two dogs, around 6 months apart. One is a german shepherd black lab mix, and the other is the jack russel basset hound mix. She was rescued from a dog hoarder and has been with us since she was six months old (she turned two years old this past November). I walk both dogs together 30 minutes in the morning and 30 minutes in the evening. Because of her experience with the hoarder, she will go off if she sees another dog. She is getting better about this, but it is a process. I usually walk her either with a gentle leader or an easy walk harness clipped on the top but neither of these seem comfortable for her. With the gentle leader, she drags her head along the ground and tries to paw it off. With the easy walk harness, she just lays down and refuses to move. Most recently, her basset skin is really starting to droop and become more apparent. If she is on a regular collar, she will pull and choke herself. I am more than willing to train her on the collar, but she has shown excellent capability of escaping a collar to run away from other dogs. She's very aggressive if she's leashed in the presence of other dogs, but will bolt if she's off leash or hang around her big brother who goes into protection mode. I would prefer not to leave her home during walks, because she becomes very vocal, even if my wife is around to play with her. What is a good harness for a droopy-skinned puppy with a lot of attitude?
