Keeping dog off the counter?

My husband and I are fostering a male German Shepard/hound mix that's about 1 year old and we're really having a hard time keeping him off the kitchen counters. My husband set up a webcam while we're at work, and when we watch it, he can make the jump clear from the floor to the counter. We have removed everything off the counter, but now we're worried he's going to start chewing his way through cabinets to get treats, bread, and other items we keep up high. We have taken away all temptation on the counter tops and he still jumps up and walks around and over the stove and in the sink. We don't have a land line or I would hook up an answering machine and call it when he got up there and tell him to get down.

So, any suggestions? Anyone ever dealt with something like this? We tried to crate him, but he busted through it twice and bent the one side so badly that I can't put it back together. He goes for long walks every morning before we leave for work. We have another smaller dog and I'm worried about them fighting over chewing toys (like Kong) with food in it while we're gone.
