Is this really that fair? Is it really me or my dog to blame?

I'm moving into an apartment with my friend, and we both own a dog. My dog is a 5 year old jack russel/whippet, and hers is a 9 year old Shit-zu.

she wants to adopt another dog, a hound mix, and I know my dog will not be OK with it. My dog is alright with small dogs, he's 25 lbs, and dislikes dogs bigger than him. He gets scared and growls, and snaps at them. I know this, so I avoid bigger dogs, and life has been fine for 5 years. But now, she wants to adopt this dog. And I told her, it's your life, so if you want this dog, sure, but..we have agreed to move in together, and she KNOWS, that my dog does not like bigger dogs.

So now, she doesn't even want to do the move. She thinks my dog is a bad dog because he doesn't do well with bigger dogs. Is this really a horrible thing as she's making it seem?

How can I make her understand he isn't a bad dog, he's just terrified of a lot of things?
