Cold Weather and Short Hair?

We brought our Rat Terrier to Oregon with us this year for Christmas, and she is really unhappy with the cold. We bought her a wool sweater and a rainproof jacket, so she's not shivering all the time anymore, but now she refuses to move. The last couple times I took her outside, she just stood and pouted at me until I picked her up.
