Why does my puppy bite so much?

I have a puppy whose 21 weeks old. She’s a Siberian husky mix. She constantly bites my siblings (F21) legs, ankles and hands. She even jumps up and growls at her. My sister does absolutely nothing to her but sit, stand still and walk. Anyone else experience/d similar things? If so what did you do?
