[Question] Gaming on PCIE 1x to 16x Risers.

I read somewhere that they do not recommend gaming on these risers, but my friend purchased a 750ti to game on and found out that his computer case is too small for his graphics card. I was wondering if(since I have a spare riser sitting around from building my rig) gaming on a 1x to 16x would work(just have me modify it so the card is risen in his computer)? If not, why? Would we need to order a 16x to 16x for him instead?
