First of all, you need a wallet. I personally use the one by freewallet but any dogecoin wallet will work.

After you have a wallet (dogecoin) you have to register. You can do so by clicking here or by sending a message that to /u/sodogetip that says register on both the message description and the actual message.

Once you've registered, you can get help by clicking here or by sending a message that says help on both the message description and the actual message.
