Nascar psu game questions

So I have this ps3 that doesn't do shit for me. Matter of fact, it's been boxed up since I got the roku going with plex. I keep seeing posts about getting the Dogecar as DLC on the nascar racing game. If I go to wally world or wherever and buy the current game (2014 I suspect) will I be able to race as the Dogecar? Do I need to wait for next year? How in the fuck does this work?
Tldr: i don't know how to ps3 dogecar. Halps?
edit: that's right, a PSU... cause a PS3 needs power and such.
