There have been dozens of articles already, most leading down a rabbit hole to FOX News (which should have been your first clue). Please take a breath, go pet your doge, and relax.
I spent a lot of time poring over these kinds of reports while working on my doctorate. They are meant to be exhaustive and they explicitly draw no conclusions. It's important that anything and everything goes into them so the agency has cover among its stakeholders. For context, the list of technology keywords alone is over 250 lines long. Among Bitcoin, you can also find other potential threat vectors such as Android, Virtual Reality, and Social Media.
Even if the CTTSO convinced the broader DoD that altcoins were a credible threat, that doesn't translate into the ability or will to wage war on them. It just means they will be reclassified for resource allocation to track them more closely.
