Does clutch work really require lifting the shell up off the frame?

I have a 2014 Dart GT 6-Speed, with 115k miles on it. It has been sitting roughly a year because every shop around me quoted me anywhere from $3k-$7k for maintenance. However, I found a mechanic who would do it for $700, only it’s taken far too long with no progress coming about, because he claims he needs to use a lift of some sort that his friend (also a mechanic) has. I asked why and he told me that it’s on a cradle system and needs the shell to come up off the frame in order to change out my clutch.

Is this true? I’m just so confused and I miss my Dart. I pay $276 a month for a car I can’t drive.
