Noob question about skills

I apologise first and foremost, except, I can't find any place to answer my question. I'm currently reading through the Starter Set rules, and I've read through the basic rules. But in regard to character selection and assigning skills: how do I do this? How many skills can I assign to my character? Gah, confusion.
