This makes a lot more sense in systems where you don't roll to hit. But in D&D, hit points often are just health points. Durability and dexterity are already counted in AC for the attack roll, and there's stuff like falling damage where luck and metal durability don't really apply that much unless you start getting really contrived. It's just not overly consistent, and it's best to just think of it as a gameplay pacing & resource mechanic and not dwell too hard on the details of what it actually "means".
