anyone know of a filter that is in Focus in the center but blurry in a circle around the focus part

Don't know if I explained myself. Ive seen some drone footage where the center of the video is perfectly in focus in a circle, and outside this circle, its blurry. So the focused section when its a centered shot looks amazing.
Is there a filter that can be attached to the mini cam that does this?
