LPB1 transistor voltage sanity check

Trying to get my LPB1 clone working. So far Iโ€™ve checked continuity and itโ€™s good, trying to make sure everything is good on the board before I say the switch is bad. Checked transistor voltage (using a 2n5088) and here is what I got:

Collector 8.52v Base .09v Emitter 0v C - B 0v C - E 8.52 B - E .09v

Does that seem right?
