Odd voltage drop in phaser 90 clone

I am absolutely flummoxed by this one: I designed a Phase 90 clone and when I install just the power conditioning portions of the circuit (the diodes, R101, C101, C9 and the trimmer) I get ~4.8v as VREF and the trimmer works as expected to adjust the voltage to the transistor gates. All good.

Then I finish install the rest of the components and ... the voltage at VREF has dropped to 0.8V. I do not get it, but I am an amateur working with imperfect knowledge. Any ideas oh diypedals thinkers? I am so lost.
