Can I power Nichrome wire to 60° Fahrenheit with batteries?

I’m trying to make a small Nichrome wire water heater using a battery, or two, if possible. Been trying with a 9v battery, and just now trying 2 AA batteries. I’m only looking to heat my wire to about 60-70° Fahrenheit, enough to keep an open hole of water from refreezing.. any help, or suggestions would be greatly appreciated. I’ve found the 9v battery will over heat fairly quickly heating a smaller piece of Nichrome, where as it doesn’t heat a larger piece much at all.. is there a way to successfully accomplish what I’m doing, or am I just grasping at the impossible?
