I have seen the theory of how the Beast was only 11 when the Enchantress transformed him in many places but I have never seen this rebuttal so I'm sorry if someone somewhere has already said it. The narrator says the rose will "bloom until his 21st year" not "the last petal will fall on his 21st year." SO the rose could have wilted for many years before the last petal falls. The Prince could have been 20 when the rose was given to him, the rose "bloomed" for a year, then wilted for 9 years before losing the last petal, so the story actually takes place when the Beast is 30, which I think makes more sense.
