This is something I searched a lot for, and couldn't ever find - I went ahead and made a tutorial to show you all how you can set up a structure to allow for specific roles to promote other specific roles and create communities with self-moderating setups.

It is kind of hard to explain what this means, so I think the best route is through this use case I wrote up:
"Example use case: A Minecraft server built around the "Towny" plugin creates 10 separate channel folders. Inside the channel folder is a public channel everyone can view, if a player joins the Minecraft town in game, a moderator from that town can do !promote @Player Town to add that player to the town. Suddenly the player had the "Town" role and can see hidden town channels. No one except for permissioned roles is able to add that player to Town. Cool! That player does well, and the town owner decides they'll make a good mod, the town owner does !promote @Player TownMod and now that new player can add other players to the town. Self sufficient!"
