One person in particular has very bad stream quality, but only for me.

So one of my friends whenever they stream, its slow, it stops, and it buffers all the time. No one else seems to have this problem when viewing their streams, and its only him that I have a problem viewing.
Its not restriced to them playing a particular game or anything
Anyone know what to do?
