Received a random friend request even though friend requests are turned off?

Hello,
The other day, I received a random friend request from someone I do not know, who also registered their account the same day that they added me. My current settings allow requests from mutual friends only, but this person shares no server or mutual friends with me.
I accepted the request and asked who it was, but they only told me to calm down and then ghosted me. They never tried scamming me or doing anything suspicious.
How would someone be able to randomly friend me like this?
