Basically, I've been running a server centered around penpaling for a WHILE. We've had a somewhat recent rule instated that you must reach Level 3 within the server to unlock the "penpal channels" (the channels where you can find/request a penpal) to try to boost engagement and server activity.

At first it was working, but it seems like a lot of people are more or less complaining about this new rule. Before we had this rule, most people would join the server, make a post saying they're "looking for a penpal", only to never participate in the server again.

Any advice? This server has almost 600 members now (with at least 10 new members a week), but it's practically dead.
