Best tablet or tech for eye tracking / speech to text.

I recently came across someone with some kind muscular dystrophy or cerebral palsy, and they were using a printed keyboard to communicate ( a literal keyboard printed onto a board that they used their finger to point out letters to spell )
I feel that must be terribly frustrating way to talk and communicate with other people and musr be awfully lonely experience.
So what is the most affordable / best tech out there to that would help alleviate this issue?
