I don't feel it's safe to drive due to my Tourettes and the severity of my tics, wanted to get y'all's thoughts on this

Basically what the title says. I (17ftm), don't feel it's safe for me to drive at all due to the severity of my tics, even with medication to help manage them for the most part. What sucks about this, though, is that most jobs require you to have a drivers license and/or be able to drive. I can't afford to order a Lyft or Uber everywhere I go, because that racks up real fast, and I'm broke and have a minimum wage ($15 in my state) job and haven't been to work in three weeks due to lack of transportation and have had to help out with finances at home and stuff, not to mention I'm trying to build credit by making sure I get payments paid on time for my own class ring with my own money. (Sorry, I rambled and went on a tangent)

How can I get to places such as medical appointments and work and stuff without having to pay an arm and a leg if I physically can not drive due to it not being safe?

Edit: No, I'm not on disability, because if I did that while underage and in custody of my mother I could be denied because my mom (who's a single parent) works so much overtime to provide for my brother and I, I "wouldn't qualify." So, I have to wait until I'm 18.
