"The Elven Breeding Problem" is a concept of social construction with two meanings, depending on who in the world you ask about it. To the elves, it's a potentially civilisation-ending fertility crisis, with elven women having critically low fertility rates precluding the birth of anything but a few children a year. Luckily for them, elves are still long-enough lived that it is hardly ever a risk of dying out from age, but even a modest war can cause permanent, lasting damage to the elven population, exacerbating problems and risking the end of elven-kind entirely. Compounding that, to any other race elven women may as well be considered infertile, there are few-if-any cases of cross-breeding an elven woman with another race's man.

To everyone else in the world, though, the phrase has a very different meaning, for some of the same reasons. Since their women are critically difficult to impregnate, the men of the elven species have undergone a sort of evolutionary arms-race, with only the most potent being able to pass their genes to the next generation. Unfortunately for the rest of the world, that means that in addition to being invariably incredibly well-endowed in order to inject their seed as deep as possible, they are also the most virile creatures known to biology. Immune to contraceptives and alien to the concept of fertility, rumors state that an elven man can impregnate anything he lays with, and male elven libidos are terrifyingly active. And, as observation has occurred of them, another distressing fact has been discovered. Specifically, elves breed true, every child of an elf will be an elf, even if they take with them a few unique powers or traits from their mother's race. Combined with their inherent magical power, to most the Elven Breeding Problem isn't that elves may be wiped out, it is that elves could eliminate every other race in the world, if their amorous hands aren't kept in check.
