Let me be clear: I’m not saying that seeing the quality of jealousy in another person is attractive, but that there’s something innately arousing about not having a sexual advantage that others have.
Maybe that feeling is heightened if the “other” is a bully, or an ex, or a boss, or a person of power. Maybe it’s extra arousing if there is a personal connection or feeling of intense disdain.
At any rate, I tend to see and experience this in a handful of ways: Personally, I’ve had ex-girlfriends and flings compare my cock to their past or current guys. I’ve also heard girls comparing their breasts out of envy. Additionally, guys will naturally compare muscles at the gym subconsciously or otherwise—maybe girls will compare their asses in similar situations.
