Looking to explore / discuss or play out a scenario where society is the same with the only difference being all females 18 can be summoned to a fuckstop at any time through a simple phone notification or email. Like another sort of jury duty.

Fuckstops are just another local convenience, like a corner store. For a very small fee any adult man can enter one and use any one of the girls strapped down in some way. Each fuckstop is different, some are gloryhole style with only the relevant holes of the girls exposed, others expose more of their body. Some are old, some are modern. The one constant is once the client is finished, the girl is disposed of. Guillotine falling, rope constricting around their neck, the methods also vary from fuckstop to fuckstop.

This is a completely normalised part of society. Day to day girls try to put the prospect out of their mind, hoping they'll be lucky or achieve an exemption. Graduating from a degree gets you a 3 year exemption, which from then on needs to be renewed annually by your employer if you are fulfilling a role productive enough. As can being the spouse or dependant of a man in a role of importance.

To men it's also completely normalized. The girls in the fuckstops are regarded the same as fleshlights. There is nothing strange in lovingly kissing your wife good morning before heading out to the local fuckstop and making use of the facility. It's just a normal part of the day from their 18th birthday onwards. And it doesn't matter who happens to be strapped to the waist high point they choose, a friend, an ex, acquaintance. At most that's a slight novelty.

The only hope a girl has once at the fuckstop is to time out. That is reach closing time without being used. In that case they're allowed to leave, though of course they can be randomly selected again at any time. But the reason for this is more practical than merciful, no one wants to use something that's been restrained still more than a day.
