Is it better to have more engineers or have fewer that have been upgraded more?

I wanna splash a bit of cash to help quicken my repair times, but I'm not sure whether to upgrade the couple of engineers I already have, or to get another one, and upgrade later. What should I prioritise? Quality or quantity?
