Vsync: Custom? (off) can't change it.

specs: fx-9370 @4.4Ghz

R9 280x stock clocks

8Gb ddr3

windows 7 64bit

I can't change the vsync setting, ive tried steam launch commands, config files and forcing through amd's CCC. i get a good bit of tearing in game and menu fps is in the 400's. anyone have similar problems and maybe have an idea as to what the cause is?
