Support holds

Can you support hold a unit that moves? So the territory I’m concerned with is StP. I have an army there and 2 units to “support hold.” My enemy has an army in Moscow and 2 units that can support move. If I do hold 2 support holds I keep StP. But if I have StP attack Moscow (it will bounce back but I’m trying to interrupt another attack he might be doing on someone else) can the other two units support hold StP and ill retain it if he comes at me with 3?
