Is the digivolving to Champion in Tamers ep 14 a plot hole?

So I'm rewatching Tamers and up to this point the Digimon would only Digivolve to champion when there partner was in trouble (and Calumon was there) but randomly when the 1st Deva showed up, Takato throws a card to Rika and she uses it to Digivolve to Champion at will. After that the always use a card to digivolve to champion. I get the blue card thing with matrix digievolution but why did this show up out of nowhere?
