How do I get resplendent sparks? Do you have to fight torment 2 tormented boss?

I read that if you beat a tormented boss for first time, you get one. I beat two different ones in torment 1 and didn’t get one. I fought uber Lilith but haven’t beat her yet. I have a mythic unique ready to be crafted but need those sparks. Someone else said they got a unique from curiosity dealer.
