New player question - two temper slots on items?

New player here, currently level 57. Specific question: all the builds/Screencaps I see have items with two tempers on them. When I visit the blacksmith though I only seem to be able to put one on... am I missing something in the ui to add another temper, or are two temper slots only on higher level items?
