I like the changes they made as I very much want to have a blood surge necro last longer than level 50. However I think with the whole "trust us overpower is better" talk they could have used the opportunity to directly address what scales it. We have a pretty exhaustive list now thanks to some testers but with all the changes they made it would make sense for them to really speak up on if any new affixes were added (or werent) so that this new focus on overpower could actually be...focused.
I feel like blood is gonna be in a really good spot with the changes to the board and Rathmas. I just want specificity lol.
