Shadowstep Vs. Concealment on a rogue?

Everyone always mentions having Shadowstep as a āmust haveā ability on a rogue in order to gain unstoppable, I never see the concealment skill mentioned but it seems objectively better - It provides āunstoppableā, gives you 30% movement speed and with the upgrade, the skill that breaks concealment will either always make enemies vulnerable or always be a critical strike.
Why donāt people use concealment more?
