It seems to me like the daily "refresh" is only swapping out some of the "recommended for you" items. It's as if they're only releasing a "new" set for one or 2 classes per week. Other than that, the only relatively new items added regularly tend to be mount cosmetics.
It really does seem nearly pointless to have a daily refresh when they aren't releasing "new" content daily. And IMO, too many of the sets look like recolors or simple alterations to existing in-game sets; which is very disappointing for how much they're charging.
And I hate to say this, but most of these paid cosmetics are utter garbage. They're so lackluster and bland. PoE's paid cosmetics (although stupidly overpriced) looked 10x better. Even sets from Lost Ark looked better. I'd rather pay to see visual updates to older sets from D3 at this rate.
Blizzard needs some new life in their concept designer teams because the old folks running the show right now are bankrupt on good ideas. I don't want to see this to turn into WoW's cosmetic philosophy where the only differences between sets are simple color variations because they're too lazy to make original content for each individual class.
