New diablo player here, question about aspects

Been extracting aspects from legendary items as I find new ones, only to just now realize that they’re going in the aspects section of my inventory.
So how does this system work exactly? My thought was that I extracted the aspect, and it went into the codex of power for me to use whenever I wanted. Do I now need the aspect in my inventory to apply it to a item instead?
