Party invite - action unavailable?

Hello all,
Trying to invite my friend. He is playing on Xbox, I am playing on PC, but it says āaction unavailableā and the party options are greyed out.
Both have cross platform turned on, on the social options interface.
He is level 20, so Iām assuming the prologue is done.
Iām level 55.
Any suggests are welcome
