I’ve noticed a few times now there is the occasional stutter or lag that can cause a character to jump ahead a little, is this a framerate issue?

I’m playing on PC; a Lenovo Legion 5 with an Nvidia 1660ti, 16 GB of RAM and about 200GB of free memory, I do use a Samsung monitor instead of my laptop’s screen.
I have tweaked the graphics settings to either high or medium and set the frame rate cap to 60 in-game, V-Sync is off in-game as well.
Has anyone else had an kind of issues like this?
And yes, my graphics card is updated and so it Diablo 2.
