doctor says I'm t2 but won't prescribe metformin

I was just diagnosed with type 2 like two weeks ago, and I can't tell if I'm being overly critical or whether my doctor actually doesn't know jack.

When I was diagnosed, my fasting blood sugar after 3-4 hours of being up and about was like 180. My a1c was 8.2. My doctor prescribed me Levemir, but it doesn't seem to impact my blood sugar. Like at all.

Right now, I've cut out almost all carbs outside of fiber and the sweetest thing I can have is carrots. My blood sugar still isn't controlled. It sinks down to 100 at lowest if I'm fasting, but it seems like no matter what I eat, it pops back up over 180 at every meal. I'm eating toddler portions of basically everything and starving all the time. I'm down to a dinner and a snack every day and thinking of just eating dinner.

I asked my doctor for metformin, which she was originally going to prescribe me anyway, and sent her my blood sugar log. She increased my insulin dosage and said we can discuss metformin once my blood sugars are more under control, which seems wildly counterproductive to me since type 2 is about insulin resistance (?).

Should I get a new doctor, or am I just really confused about how insulin works?
