Is setting up a new regional availability zone a given when onboarding users overseas?

Short and sweet question, is it generally a rule of thumb that when ( large ) new clients begin accessing your webapp from across the ocean, you should set up read replicas / app instances in their region to reduce latency?
I ask because the team I'm on is expanding to users in Ireland and I'm concerned about their experience accessing our Virginia data-centers.
