Goff or Chark?

That 3rd and 1 pass attempt. You know the one. I know Goff took the blame, and that's what a leader does, but if you look at it he threw to the outside shoulder where he should have in that situation. Had Chark played it as it was rather than what he wanted that play could have been made and this just seems like another case of Chark just not delivering.
