(yes before you ask I am prepping for the down votes)

If I'm going to use a weapon that grants a one hit kill, it better feel satisfying. With snipers that comes with the skill of being able to pinpoint and track to get the headshot. With fusions it comes from taking the charge time risk or successfully pre-charging around the corner. All heavy weapons are satisfying because most of them have a huge explosion associated, and the ones that don't are still given satisfaction by successfully acquiring ammo in the first place. Hell, even precision frame shotguns I'd give leeway to, because you need to hit that headshot to get the one hit kill, which can be difficult at close range.

Pellet shotguns are stupid. You hold w, run a round a corner, hit the mouse button, and a guardian dies with a sound so pathetic it's like a weak nut. There's no real distance gauge other than "am I holding w enough," there's no anticipation of energy bolts flying out at seemingly uncontrollable velocities, no perfectly lined up headshot. Just run, blam, done.

Fusion rifles have similar properties, because if not all bolts hit, a melee or secondary damage source must be used, they're close range, and they one hit kill. But that charge time makes all the difference in the world. It's so incredibly satisfying to hit all the bolts after charging for what seems like an eternity in the moment and see that guardian vaporize into light energy.

I don't really have a solution, just a rant. Maybe make it so shotguns ALWAYS two shot at optimal distance? Idk I just think they're boring to use and bullshit to be used against.
