No Cutscene for Season of the Splicer

I keep loading in on all my characters and not one of them trigger the cutscene/quest to get my artifact. Has anyone encountered this issue yet and know of a solution? I've tried switching characters and resetting the game and then waiting through the long que times repeatedly to no avail
