[Help] Just getting back from about a year break, can you no longer get old Exotics from your vault?

Cus I definitely just scrapped a bunch since I couldnt upgrade them.. I seemed to remember you could could get back exotics that you have discovered and they'll be set to a very low level, to be upgraded later. Is this no longer true?
