Pot Holes, be better DSM

This is the third year in a row this giant POTHOLE appears during winter, after some plowing Iām sure. I understand it happens but can it just not be fixed permanently ? I crack a rim 2 winters ago and whacked it last night as well. How many cars are wrecking their shit on this thing. On 2nd ave, a couple hundred feet north of university, north bound, right lane. WTF Des Moines DOT ?
