What makes a horror movie “mean spirited”?

James has maid this criticism for quite a few movies (I.E, Wolf Creek) and Not every horror film has to be Martyrs obviously, but in my mind effective horror is mean so I never fully understood this. The genre is largely built around “innocent” people facing extreme physically and psychologically traumatic events and often times failing to overcome. It’s a genre built around characters suffering. Isn’t that already a tad mean?
